　　My fellow citizens, tonight is my last opportunity to speak to you 
from the Oval Office as your president. 

　　I am profoundly grateful to you for twice giving me the honor to 
serve, to work for you and with you to prepare our nation for the 21st 
century. And I'm grateful to Vice President Gore, to my Cabinet 
secretaries, and to all those who have served with me for the last eight
 years. 
 　　同胞们，今晚是我最后一次作为你们的总统，在白宫椭圆形办公室向你们做

　　This has been a time of dramatic transformation, and you have 
risen to every new challenge. You have made our social fabric stronger,
 our families healthier and safer, our people more prosperous. 

　　You, the American people, have made our passage into the global 
information age an era of great American renewal.

　　In all the work I have done as president, every decision I have 
made, every executive action I have taken, every bill I have proposed 
and signed, I've tried to give all Americans the tools and conditions to
 build the future of our dreams, in a good society, with a strong 
economy, a cleaner environment, and a freer, safer, more prosperous

　　I have steered my course by our enduring values. Opportunity for 
all. Responsibility from all. A community of all Americans. I have 
sought to give America a new kind of government, smaller, more modern, 
more effective, full of ideas and policies appropriate to this new time,
 always putting people first, always focusing on the future.  　　借助我

　　Working together, America has done well. Our economy is breaking 
records, with more than 22 million new jobs, the lowest unemployment 
in 30 years, the highest home ownership ever, the longest expansion in

的记录，向前发展。我们已创造了2200万个新的工作岗位，我们的失业率是30年来

　　Our families and communities are stronger. Thirty-five million 
Americans have used the family leave law. Eight million have moved off 
welfare. Crime is at a 25-year low. Over 10 million Americans receive 
more college aid, and more people than ever are going to college. Our 
schools are better — higher standards, greater accountability and 
larger investments have brought higher test scores, and higher 
graduation rates.  　　我们的家庭、我们的社会变得更加强大。3500万美国人

　　More than three million children have health insurance now, and more
 than 7 million Americans have been lifted out of poverty. Incomes are 
rising across the board. Our air and water are cleaner. Our food and 
drinking water are safer. And more of our precious land has been 
preserved, in the continental United States, than at any time in 100

 the globe. 

　　I'm very grateful to be able to turn over the reins of leadership to
 a new president, with America in such a strong position to meet the 
challenges of the future.

　　Tonight, I want to leave you with three thoughts about our future. 
First, America must maintain our record of fiscal responsibility. 
Through our last four budgets, we've turned record deficits to record 
surpluses, and we've been able to pay down $600 billion of our 
national debt, on track to be debt free by the end of the decade for the
 first time since 1835.  　　今晚，我希望大家能从以下3点审视我们的未来：

　　Second, because the world is more connected every day in every way,
 America's security and prosperity require us to continue to lead in the
 world. At this remarkable moment in history, more people live in 
freedom that ever before. Our alliances are stronger than ever. People 
all around the world look to America to be a force for peace and 
prosperity, freedom and security. The global economy is giving more of 
our own people, and billions around the world, the chance to work and 
live and raise their families with dignity.  　　第二，世界各国的联系日

　　But the forces of integration that have created these good 
opportunities also make us more subject to global forces of destruction,
 to terrorism, organized crime and narco-trafficking, the spread of 
deadly weapons and disease, the degradation of the global environment.

　　The expansion of trade hasn't fully closed the gap between those 
of us who live on the cutting edge of the global economy and the

　　This global gap requires more than compassion. It requires action. 
Global poverty is a powder keg that could be ignited by our 
indifference. 

　　In his first inaugural address, Thomas Jefferson warned of 
entangling alliances. But in our times, America cannot and must not 
disentangle itself from the world. If we want the world to embody our 
shared values, then we must assume a shared responsibility.

　　If the wars of the 20th century, especially the recent ones in 
Kosovo and Bosnia, have taught us anything, it is that we achieve our 
aims by defending our values and leading the forces of freedom and 
peace. We must embrace boldly and resolutely that duty to lead, to stand
 with our allies in word and deed, and to put a human face on the global
 economy so that expanded trade benefits all people in all nations, 
lifting lives and hopes all across the world.  　　如果20世纪的历次战争

　　Third, we must remember that America cannot lead in the world unless
 here at home we weave the threads of our coat of many colors into the 
fabric of one America. As we become ever more diverse, we must work 
harder to unite around our common values and our common humanity.

　　We must work harder to overcome our differences. In our hearts and 
in our laws, we must treat all our people with fairness and dignity,

regardless of when they arrived in our country, always moving toward the

　　As for me, I'll leave the presidency more idealistic, more full of

　　My days in this office are nearly through, but my days of service, I
 hope, are not. In the years ahead, I will never hold a position

　　President Clinton, distinguished guests and my fellow citizens, 
the peaceful transfer of authority is rare in history, yet common in our
 country. With a simple oath, we affirm old traditions and make new

　　As I begin, I thank President Clinton for his service to our nation.

spirit and ended with grace. 

　　I am honored and humbled to stand here, where so many of America's 
leaders have come before me, and so many will follow.

 into the world to protect but not possess, to defend but not to

　　Our democratic faith is more than the creed of our country, it is

 taught these principles. Every citizen must uphold them. And every 
immigrant, by embracing these ideals, makes our country more, not less,
 American.

　　Some seem to believe that our politics can afford to be petty 
because, in a time of peace, the stakes of our debates appear small. 

　　But the stakes for America are never small. If our country does 
not lead the cause of freedom, it will not be led. If we do not turn the
 hearts of children toward knowledge and character, we will lose their 
gifts and undermine their idealism. If we permit our economy to drift 
and decline, the vulnerable will suffer most.

　　Our national courage has been clear in times of depression and war,
 when defending common dangers defined our common good. Now we must 
choose if the example of our fathers and mothers will inspire us or 
condemn us. We must show courage in a time of blessing by confronting 
problems instead of passing them on to future generations.

to recover the momentum of our economy and reward the effort and 
enterprise of working Americans.

　　The enemies of liberty and our country should make no mistake: 
America remains engaged in the world by history and by choice, shaping a

aggression and bad faith with resolve and strength. And to all nations,
 we will speak for the values that gave our nation birth.  　　反对自由

　　America, at its best, is compassionate. In the quiet of American 
conscience, we know that deep, persistent poverty is unworthy of our

And whatever our views of its cause, we can agree that children at 
risk are not at fault. Abandonment and abuse are not acts of God, they

　　And the proliferation of prisons, however necessary, is no 
substitute for hope and order in our souls. 

　　Where there is suffering, there is duty. Americans in need are not 
strangers, they are citizens, not problems, but priorities. And all of 
us are diminished when any are hopeless.

　　And some needs and hurts are so deep they will only respond to a 
mentor's touch or a pastor's prayer. Church and charity, synagogue and

　　Encouraging responsibility is not a search for scapegoats, it is a 
call to conscience. And though it requires sacrifice, it brings a deeper
 fulfillment. We find the fullness of life not only in options, but in 
commitments. And we find that children and community are the commitments
 that set us free. 
 　　正处于鼎盛期的美国重视并期待每个人担负起自己的责任。

　　Our public interest depends on private character, on civic duty 
and family bonds and basic fairness, on uncounted, unhonored acts of

　　Sometimes in life we are called to do great things. But as a saint 
of our times has said, every day we are called to do small things with 
great love. The most important tasks of a democracy are done by

　　I will live and lead by these principles: to advance my 
convictions with civility, to pursue the public interest with courage, 
to speak for greater justice and compassion, to call for 
responsibility and try to live it as well.

 not subjects; responsible citizens, building communities of service and
 a nation of character.  　　你们所做的一切和政府的工作同样重要。我希望
你们不要仅仅追求个人享受而忽略公众的利益；要捍卫既定的改革措施，使其不会

 in ourselves, but because we hold beliefs beyond ourselves. When this 
spirit of citizenship is missing, no government program can replace it.
 When this spirit is present, no wrong can stand against it.  　　美国人
民慷慨、强大、体面，这并非因为我们信任我们自己，而是因为我们拥有超越我们
自己的信念。一旦这种公民精神丧失了，无论何种政府计划都无法弥补它。一旦这

　　After the Declaration of Independence was signed, Virginia statesman
 John Page wrote to Thomas Jefferson: ``We know the race is not to the 
swift nor the battle to the strong. Do you not think an angel rides in 
the whirlwind and directs this storm?''  　　在《独立宣言》签署之后，弗
吉尼亚州的政治家约翰·佩齐曾给托马斯·杰弗逊写信说：“我们知道，身手敏捷
不一定就能赢得比赛，力量强大不一定就能赢得战争。难道这一切不都是上帝安排
的吗？”  
　　Much time has passed since Jefferson arrived for his inauguration. 
The years and changes accumulate. But the themes of this day he would 
know: our nation's grand story of courage and its simple dream of 
dignity.  　　杰斐逊就任总统的那个年代离我们已经很远了。时光飞逝，美国发
生了翻天覆地的变化。但是有一点他肯定能够预知，即我们这个时代的主题仍然是
：我们国家无畏向前的恢宏故事和它追求尊严的纯朴梦想。  
　　We are not this story's author, who fills time and eternity with his
 purpose. Yet his purpose is achieved in our duty, and our duty is 
fulfilled in service to one another.  　　我们不是这个故事的作者，是杰斐
逊作者本人的伟大理想穿越时空，并通过我们每天的努力在变为现实。我们正在通
过大家的努力在履行着各自的职责。  
　　Never tiring, never yielding, never finishing, we renew that purpose
 today, to make our country more just and generous, to affirm the

　　This work continues. This story goes on. And an angel still rides in
